What is the difference between TSN base and FER?

Very often there is a question about how the FER base differs from TSN? In addition to the "external" difference that everyone is talking about, there are a few more.

At the moment, there are many editions of the FER database, but from April 28, 2017, a new regulatory framework, the so-called "FER edition of 2017" (you can read more about the adventures of this database) and the TSN Moscow database with addition 43, will come into effect.

Let's start with the level of use of the regulatory framework.
