INTRODUCTION
INTRODUCTION
Architectural supervision is one of the types of services provided to the customer in accordance with the contract by the developer working documentation for the construction of the facility.
This Code of Rules contains recommendations on the organization and conduct of architectural supervision.
1 AREA OF USE
1.1 This document establishes the recommended provisions for organizing and maintaining field supervision at construction sites*.

* The concept of "construction" includes new construction, expansion, reconstruction and technical re-equipment.
1.2 The document is intended for use by developers project documentation(hereinafter - designers), developers (hereinafter - customers), construction and installation organizations, bodies state supervision, other legal and individuals(including foreign ones) - participants in the investment process in the construction of facilities.
1.3 The document is mandatory in the following cases:
the need for architectural supervision is established by law;
the implementation of architectural supervision in accordance with this joint venture is provided for by an agreement between the customer and the designer or by the administrative document (order) of the organization that designs, invests and builds the facility.
2 REGULATORY REFERENCES
This Code of Practice makes reference to the following standards:
GOST 2.105-95 ESKD. General requirements to text documents;
GOST 21.101-97 SPDS. Basic requirements for design and working documentation.
3 DEFINITIONS
In this regulatory document, the following terms are used with their respective definitions.
3.1Author's supervision- one of the types of services for the supervision of the author of the project and other developers of project documentation (individuals and legal entities) for construction, carried out in order to ensure that the decisions contained in the working documentation comply with the construction and installation work performed at the facility. The need for architectural supervision is within the competence of the customer and, as a rule, is established in the assignment for the design of the object.
3.2Treaty- the main document regulating the relationship of the parties, establishing their rights and obligations for the implementation of architectural supervision in the contract method of organizing design. This agreement may provide for technical supervision.
3.3Customer(developer) - a natural or legal person who organizes and finances the construction of an object.
3.4Contractor- an individual or legal entity that is the executor of construction and installation works at the construction site.
3.5Designer- an individual or legal entity that, as a rule, has developed working documentation for the construction of an object and carries out architectural supervision.
3.6Administrative document(order) - the main document for the implementation of architectural supervision in the design, investment and construction of an object by one organization.
4 ORGANIZATION OF AUTHOR'S SUPERVISION
4.1 Architectural supervision is carried out on the basis of an agreement (regulatory document) and is carried out, as a rule, during the entire period of construction and commissioning of the facility, and, if necessary, the initial period of its operation.
4.3 Author's supervision in case of its implementation legal entity carried out by specialists - developers of working documentation, appointed by the management of the organization. As a rule, the chief architect or chief engineer of the project is appointed as the head of the specialists exercising architectural supervision.
4.4 Appointment of the manager and specialists responsible for the design supervision is made by order of the organization and brought to the attention of the customer, who informs the contractor and the State Architectural and Construction Supervision authorities about the decision.
4.5 Specialists who carry out architectural supervision go to construction site for intermediate acceptance of critical structures and survey of concealed works within the time frame stipulated by the schedule, as well as at the special call of the customer or contractor in accordance with the contract (regulatory document).
4.7 The customer is obliged to provide specialists who carry out field supervision with equipped service premises, means of communication, transport, etc. in accordance with the contract.
5 PROCEDURE FOR KEEPING THE AUTHOR'S SUPERVISION JOURNAL
5.1 When carrying out field supervision of the construction of an object, a log of field supervision of construction * (hereinafter referred to as the log) is regularly maintained, which is compiled by the designer and transferred to the customer. Forms for filling out the journal are given in Appendix A.

5.2 Keeping a journal can be carried out both for the construction site as a whole, and for its start-up complexes or individual buildings and structures.
5.3 The design of the journal must be carried out in accordance with GOST 2.105. The journal must be numbered, laced, decorated with all signatures on the title page and sealed with the customer's seal. The magazine is transferred by the customer to the contractor and is located at the construction site until it is completed. The journal is filled in by the head or specialists exercising architectural supervision, the customer and an authorized person of the contractor.
After construction is completed, the contractor hands over the magazine to the customer.
5.4 Each visit to the construction site by specialists is recorded in a journal. The record of the work carried out on field supervision is certified by the signatures of the responsible representatives of the customer and the contractor. Recording is also carried out in the absence of comments.
5.5 Records and instructions of specialists are set out clearly, with the necessary references to the current building codes and regulations, state standards, technical specifications.
6 BASIC RIGHTS AND OBLIGATIONS OF SPECIALISTS CARRYING OUT AUTHOR'S SUPERVISION
6.1 Fundamental rights
6.1.1 Access to all construction sites under construction and places of construction and installation works.
6.1.2 Familiarize yourself with the necessary technical documentation related to the construction site.
6.1.3 Monitoring the implementation of the instructions entered in the log.
6.1.4 Making proposals to the bodies of the State Architectural and Construction Supervision and other bodies of architecture and urban planning to suspend, if necessary, construction and installation work performed with identified violations, and to take measures to prevent violation of copyright in a work of architecture in accordance with the law.
6.2 Key responsibilities
6.2.1 Selective verification of compliance of construction and installation works with working documentation and requirements building codes and rules.
6.2.2 Selective control over the quality and compliance with the technology of production of works related to ensuring the reliability, strength, stability and durability of structures and installation of process and engineering equipment.
6.2.3 Timely resolution of issues related to the need to make changes to the working documentation in accordance with the requirements of GOST 21.101, and control over execution.
6.2.4 Facilitate the familiarization of workers carrying out construction and installation work, and representatives of the customer with design and working documentation.
6.2.5 Informing the customer about the untimely and poor-quality implementation of the instructions of the specialists who carry out architectural supervision, in order to take prompt measures to eliminate the identified deviations from the working documentation and violations of the requirements normative documents.
6.2.6 Participation:
in the examination of works hidden by the construction of subsequent structures, the quality of which determines the strength, stability, reliability and durability of the buildings and structures under construction;
in acceptance in the process of construction of individual critical structures.
6.2.7 Regular logging and performance of other works and services specified in the contract (regulatory document).

1 AREA OF USE
1.1 This document establishes the recommended provisions for organizing and maintaining field supervision at construction sites*.

* The concept of "construction" includes new construction, expansion, reconstruction and technical re-equipment.
1.2 The document is intended for use by developers of project documentation (hereinafter referred to as designers), developers (hereinafter referred to as customers), construction and installation organizations, state supervision bodies, other legal entities and individuals (including foreign ones) - participants in the investment process during the construction of facilities.
1.3 The document is mandatory in the following cases:
the implementation of field supervision in accordance with this joint venture is provided for by an agreement between the customer and the designer or an administrative document (order) of the organization that designs, invests and builds the facility.
2 REGULATORY REFERENCES
This Code of Practice makes reference to the following standards:
GOST 2.105-95 ESKD. General requirements for text documents;
GOST 21.101-97 SPDS. Basic requirements for design and working documentation.
3 DEFINITIONS
In this regulatory document, the following terms are used with their respective definitions.
3.1 Author's supervision- one of the types of services for the supervision of the author of the project and other developers of project documentation (individuals and legal entities) for construction, carried out in order to ensure the compliance of the decisions contained in the working documentation with the construction and installation work performed at the facility. The need for architectural supervision is within the competence of the customer and, as a rule, is established in the assignment for the design of the object.
4.3 Author's supervision in the case of its implementation by a legal entity is carried out by specialists - developers of working documentation, appointed by the management of the organization. As a rule, the chief architect or chief engineer of the project is appointed as the head of the specialists exercising architectural supervision.
4.4 The appointment of a manager and specialists responsible for carrying out architectural supervision is made by order of the organization and brought to the attention of the customer, who informs the contractor and the State Architectural and Construction Supervision authorities about the decision.
4.5 Specialists who carry out architectural supervision go to the construction site for intermediate acceptance of critical structures and examination of hidden work within the time frame stipulated by the schedule, as well as on a special call from the customer or contractor in accordance with the contract (regulatory document).
4.6 The head of architectural supervision issues tasks to specialists and coordinates their work on conducting architectural supervision at the facility.
4.7 The customer is obliged to provide specialists who carry out architectural supervision with equipped office premises, means of communication, transport, etc. in accordance with the contract.
5 PROCEDURE FOR KEEPING THE AUTHOR'S SUPERVISION JOURNAL
5.1 When exercising architectural supervision over the construction of an object, a journal of architectural supervision of construction * (hereinafter referred to as the journal) is regularly maintained, which is compiled by the designer and transferred to the customer. Forms for filling out the journal are given in the appendix.

5.2 Logging can be carried out both for the construction site as a whole, and for its start-up complexes or individual buildings and structures.
5.3 The design of the journal should be carried out in accordance with GOST 2.105. The journal must be numbered, laced, decorated with all signatures on the title page and sealed with the customer's seal. The magazine is transferred by the customer to the contractor and is located at the construction site until it is completed. The journal is filled in by the head or specialists exercising architectural supervision, the customer and an authorized person of the contractor.
After construction is completed, the contractor hands over the magazine to the customer.
5.4 Each visit to the construction site by specialists is recorded in the journal. The record of the work carried out on field supervision is certified by the signatures of the responsible representatives of the customer and the contractor. Recording is also carried out in the absence of comments.
5.5 Records and instructions of specialists are set out clearly, with the necessary references to the current building codes and regulations, state standards, technical specifications.
6 BASIC RIGHTS AND OBLIGATIONS OF SPECIALISTS CARRYING OUT AUTHOR'S SUPERVISION
6.1 Fundamental rights
6.1.1 Access to all construction sites under construction and places of construction and installation works.
6.1.2 Acquaintance with the necessary technical documentation related to the construction object.
6.1.3 Monitoring the implementation of the instructions entered in the log.
6.1.4 Making proposals to the bodies of the State Architectural and Construction Supervision and other bodies of architecture and urban planning to suspend, if necessary, construction and installation work performed with identified violations, and to take measures to prevent violation of copyright in a work of architecture in accordance with the law.
6.2 Key responsibilities
6.2.1 Selective verification of compliance of construction and installation works with working documentation and the requirements of building codes and regulations.
6.2.2 Selective control over the quality and compliance with the technology of production of works related to ensuring the reliability, strength, stability and durability of structures and installation of technological and engineering equipment.
6.2.3 Timely resolution of issues related to the need to make changes to the working documentation in accordance with the requirements of GOST 21.101, and control over execution.
6.2.4 Facilitating the familiarization of workers involved in construction and installation work, and representatives of the customer with design and working documentation.
6.2.5 Informing the customer about the untimely and poor-quality implementation of the instructions of the specialists who carry out architectural supervision, in order to take prompt measures to eliminate the identified deviations from the working documentation and violations of the requirements of regulatory documents.

3 DEFINITIONS

3.2 Treaty- the main document regulating the relationship of the parties, establishing their rights and obligations for the implementation of architectural supervision in the contract method of organizing design. This agreement may provide for technical supervision.
3.3 Customer(developer) - a natural or legal person who organizes and finances the construction of an object.
3.4 Contractor- an individual or legal entity that is the executor of construction and installation works at the construction site.
3.5 Designer- an individual or legal entity that, as a rule, has developed working documentation for the construction of an object and carries out architectural supervision.
3.6 Administrative document(order) - the main document for the implementation of architectural supervision in the design, investment and construction of an object by one organization.
4 ORGANIZATION OF AUTHOR'S SUPERVISION
4.1 Architectural supervision is carried out on the basis of an agreement (regulatory document) and is provided, as a rule, during the entire period of construction and commissioning of the facility, and, if necessary, the initial period of its operation.
4.3 Author's supervision in the case of its implementation by a legal entity is carried out by specialists - developers of working documentation, appointed by the management of the organization. As a rule, the chief architect or chief engineer of the project is appointed as the head of the specialists exercising architectural supervision.
4.4 The appointment of a manager and specialists responsible for carrying out architectural supervision is made by order of the organization and brought to the attention of the customer, who informs the contractor and the State Architectural and Construction Supervision authorities about the decision.
