What is the procedure for registering individual entrepreneurs in statistics? Individual entrepreneurs do not have to independently register their enterprise with Rosstat. Registration of the individual entrepreneur who submitted documents for registration is carried out automatically on the basis of information transmitted to the territorial branch of the committee from the Federal Tax Service.

How to receive a notification from Rosstat

Registration of an individual entrepreneur with statistical authorities implies the assignment of individual statistical codes to it. An entrepreneur can safely start work without knowing these codes, but they are often required when opening a current account. The list of required documents for opening a bank account includes a letter from statistics on the assignment of codes.

Statistics codes may also be needed when changing your address or when filling out receipts for paying budget payments (this detail is not always required).

How to receive codes and official notification from Rosstat? Sometimes such a letter is given to entrepreneurs after their registration along with OGRNIP and an extract from the Unified State Register of Individual Entrepreneurs (for example, in Moscow). But this rule does not apply in all regions. To receive official notification from Rosstat, you can use three methods:

  • submit an application in person;
  • find out codes online;
  • apply to receive notification by registered mail.

When submitting an application in person, you must first clarify the location of the territorial office of the Statistics Committee. When you go to Statistics, you need to take your passport, INN, OGRNIP, and an extract from the Unified State Register of Individual Entrepreneurs. After presenting the necessary documents, the entrepreneur will receive a notification with the assignment of statistics codes on an official letterhead with the seal of the organization.

A similar package of documents can be sent by registered mail with a list of attachments. But this is a rather lengthy option for obtaining the necessary information, so if the document is needed urgently, it is better to use the Rosstat online database.

To send an online request to the FGKS you will need the following information: TIN, OGRNIP and OKPO. OKPO for each individual entrepreneur is freely available. After processing the request, you will see a statement with codes. Here you can print out the Notification using a special form. The method is convenient because you don’t need to go anywhere to get the necessary information.

It is worth considering that many banks send a request to Rosstat on their own when opening an account, but this may increase the time it takes to register a current account.

Individual entrepreneur reporting to Rosstat

Is reporting included in statistics for individual entrepreneurs? All entrepreneurs must submit reports to the State Statistics Committee once every five years. The last time all individual entrepreneurs reported was in 2016, i.e. the next reporting period falls in 2021. Annual reporting is provided only for medium and large businesses.

Also, micro-enterprises and individual entrepreneurs (with fewer than 16 employees and revenue of up to 120 million rubles) must report only upon receipt of a written request from the State Statistics Committee with a requirement to submit a report. This requirement is distributed selectively and applies to less than 1% of individual entrepreneurs throughout Russia.

Reporting is submitted in Form 1-Entrepreneur.

Filling it out is extremely simple and does not require special instructions. In 2016, it was required to indicate whether the individual entrepreneur was active in 2015 and for how many months, what his revenue was (in total and by OKVED codes), what taxation system was used (USN, OSNO, UTII or PSN), whether he hired employees or family members and how many, whether he worked under an employment contract, whether the individual entrepreneur used government assistance measures, whether he knows about the areas of support for small businesses in Russia, etc.

Since 2016, fines for failure to provide statistical reporting have increased significantly. They now amount to 10-20 thousand rubles. for officials. But also, according to the new rules, the entrepreneur will not be fined immediately and in case of a primary offense they will be limited to a warning.

You don’t need to pay the fine yourself; you just need to wait for the official request from Rosstat. In practice, fines are issued by the statistical committee quite rarely.
