The SBT-1998 is included in the register of estimated standards to be used in determining the estimated cost of capital construction objects, the construction of which is planned to be carried out with the involvement of the federal budget (registry), and has a registration number 77 of 15.12.2009.

I. Explainations to determine the value of pre-project work

1. Question: How is the cost of the work on the choice of land plot (routes) for construction?

Answer: The choice of land plot (routes) for construction is carried out, as a rule, when developing substantiations of investment in the construction of the facility.

In determining the cost of developing substantiations of investments in the construction of the object costs of design organizations related to their participation in the choice of land plot (routes), are accounted for at this price.

In cases where, when developing substantiations of investment in the construction of an object, the choice of land is not fulfilled, the basic price of investment justification should be adjusted using the correction coefficient as execution of work in abbreviated, against the extent of the current regulatory documents.

The cost of the costs associated with the implementation of these works is given in practical manuals on the application of reference books of basic prices for design work for construction and can be up to 5 % from project development price.

2. Question: How is the calculation of the application (declaration) on the intentions of investing in the construction of enterprises, buildings and structures?

The need to perform work on interiors in the amount exceeding the SNiP requirement should specifically be specified in the design task.

At the same time, the indicators of the relative cost of development of the project documentation provided in the tables of manual to determine the relative value of the development of project documentation on housing and civil construction facilities are purely approximate and can be determined by the Institute independently within the established total price depending on the complexity of the work.

31. Question: Whether the cost of designing automatic fire extinguishing, fire and security alarms has been taken into account when determining the basic prices on the current sections of a collection of prices for project work for construction (publication 1987-90.)?

Answer: When determining the basic prices for project work on the current sections of a collection of prices for project work for the construction of publication 1987-90.the cost of designing automatic fire extinguishing, fire and security alarm systems is determined additionally to the price for the development of project documentation for the construction of enterprises, buildings and structures (see paragraph 2.10 of temporary recommendations for the definition of basic project work for construction. Appendix No. 1 to the letter of the Ministry of Construction of Russia from December 17, 1992No. BF-1060/9).

Complex prices of reference books of basic prices for project work for the construction of publication 1994-98the cost of designing fire and security systems is taken into account. In this regard, the specified work is not subject to additional payment.

32. Question: What price document is determined by the cost of designing systems of fire and security protection of enterprises, buildings, structures?

Answer: The cost of designing automatic fire extinguishing installations and fire alarms of enterprises, buildings and structures is recommended to determine on the reference book of basic prices for design work for the construction of a "fire and security protection system", which is approved and recommended for the application by letter of the Russian state system of September 28, 1999.
