What is this document?

A cadastral extract of a land plot is an extract from the state real estate cadastre containing the requested information about the property. If, in accordance with the cadastral information, the real estate object, information about which is requested, has ceased to exist, then any cadastral extract about such an object, along with the requested information, must contain cadastral information about the termination of the existence of such an object.

What is it for?

Since the beginning of 2017, the cadastral extract has changed its status as the main document describing the characteristics of a land plot. In fact, it has not changed its appearance and purpose. But as an independent document in the department of Rosreestr or the MFC, it will not be possible to order it. At the moment, it is almost completely replaced. The difference between them is that the extract from the USRN contains not only data on the land plot, but also data on the rights to it and on encumbrances. That is, it absorbed two previously existing documents - a cadastral extract and an extract from the USRR. Therefore, now a cadastral extract can only be useful for carrying out work on. And then, if there is page B6, where the coordinates of the boundary marks of the land plot are indicated.

Where and in what form can it be obtained?

The statement can now be obtained in paper form and only in the branches of the MFC. The regional offices of Rosreestr "disowned" this work and took up more important things.

Now a cadastral extract is issued only after an application is submitted for cadastral registration of a land plot without registration of rights. Naturally, before this you need to go through the procedure. If a boundary plan is submitted to the MFC along with the registration of rights, an extract from the USRN is issued. The term for consideration of the application is up to 10 days without registration of rights

What does a cadastral extract look like and what does it contain?

Below is a sample cadastral extract of a land plot with a detailed description of the information contained in it:

1. Form KV.1. It contains general information on the land plot, namely: cadastral (or conditional) number, location, category of land, permitted use, area, cadastral value, type of right, copyright holder, and other necessary information.

2. Form KV.2. The plan (drawing, scheme) of the land plot is displayed here.

3. Form KV.3. It contains information about parts of the land plot and encumbrances, as well as information about rights.

4. Form KV.5. It contains a description of the passage of the boundaries of the land plot, indicating the directional angles and lengths of the lines.

Land cadastral statement

The cadastral extract for land or certificate KV1-KV6 has different names, but, in fact, is the same document that provides information from the State Property Cadastre (State Real Estate Cadastre) about the land plot. The cadastral extract contains the unique characteristics of the property and consists of the following sections:

KV.1 - general data, which indicates the number of the site, address, category of land, area, permitted use and owner.

KV.2 - plan (location of objects, buildings on the territory, communications, gas pipeline and the scheme of the site itself).

KV.3 and KV.4 - these sections are drawn up only on the condition that a survey of the land plot has been carried out, it has been registered, and information on the survey is present in the State Real Estate Cadastre. Form KV.3 contains information about the parts of the site, if it is divided within itself into several parts, as well as information about the encumbrances and restrictions that exist on the site. For example, a restriction on construction is if a high-pressure gas pipeline runs along the border of the site, and, accordingly, the construction of facilities on the site must be coordinated with the gas service. If the site is located near the airport, then there is a restriction on high-rise construction of buildings and houses above 4 floors. If the restriction is established in favor of other persons (for example, a mortgage with borrowed funds), then this will also be visible from the statement section of CV.3.

Section KV.5 - has a description of the location of the boundaries of the land plot, indicating the directional angles, numbers of adjacent plots, addresses with the names of the right holders of neighboring plots.

Section KV.6 - contains a description of the turning points of the land boundary, which are determined by the X and Y coordinate system, the accuracy of the determination (depends on the category of land of the site, the error should not exceed the permissible norm).

The cadastral extract is valid for 5 years. After five years, information about the site loses its relevance. This is due to the fact that once every five years the state valuation of land takes place, and all plots are assigned a new cadastral value. These new data are immediately entered into the real estate cadastre and the previous information on the cadastral value of the land plot is considered obsolete.

In addition to the cadastral extract, there is also a passport for the land. It is also provided by the State Real Estate Cadastre (GKN) and duplicates the extract with a slight difference. Why it was so confused is not entirely clear. But, nevertheless, these two documents exist and complement each other.

Validity of the cadastral extract is 1 year. The cost is 1400 rubles with a production time of a week. An urgent cadastral extract already costs 5,500 rubles, and you can get it the next day.

What is the difference between the cadastral extract KV.1-KV.6 and the cadastral passport?

It must be remembered that each passport never has coordinates and information about the perimeter of the site. That is, a passport is a castrated cadastral extract. This is confirmed by the fact that even if there is a drawing or diagram in the passport, one should not think that the boundaries of the site have been established. This can only be accurately determined by surveying in the cadastral extract, in section KV.5. If you order for yourself (want to check the boundaries, see who the neighbors are, etc.), then a cadastral extract is ordered with all sections, from the first to the sixth. It will list encumbrances, if any, for example: general right of use, laid underground gas pipeline, a ban on the construction of buildings higher than 3 floors (only if there is an airport nearby, etc.) On the other hand, a passport is an official document for providing to various government agencies, and therefore information from the cadastral register is needed only in this form.

Another important point. Don't throw away old requests. Sometimes the site can recalculate and move the boundaries without your participation, and then you will need evidence, you will need to present the previous cadastral extract.
