What does the housing affordability ratio show ...

In Russia, due to the lack of data on median incomes and median housing prices, the housing affordability coefficient in accordance with the methodology of the Federal Target Program "Housing" is calculated based on the values ​​of the following indicators: the average price of 1 sq. M. m of housing, average per capita cash income multiplied by 3 (a family of three), and a social standard of housing area corresponding to a given family size - 54 sq. m.

It is noteworthy that in 1998, before the economic crisis, a family of three had to set aside all their cash income to purchase standard housing at average prices for 4.9 years, and after the crisis - more than 7.3 years. Since 1999, this indicator has had a positive trend (Fig. 7). By 2006, the housing affordability ratio had increased and amounted to about 4.7 years. It should be recalled that the federal target program "Housing" for 2010 provides for the target value of this indicator, equal to three years.

Using prices in certain segments of the housing market instead of average prices, one can consider the availability of purchasing different types of housing.

The coefficient of housing affordability in the primary and secondary market, presented in Fig. 8 is calculated on the assumption that a family of three buys housing at the prices of the primary (secondary) market. It should be noted that in accordance with this indicator, housing on the secondary market is more affordable for the population than newly built housing. In 2006, the values ​​of these indicators approached.

In its economic essence, this indicator characterizes only one of the factors of housing affordability, namely, the ratio of prices in the housing market and the level of income of the population. From this point of view, the values ​​of the housing affordability coefficient that do not exceed 3-5 years are considered normal in world practice. These international boundaries of the housing affordability coefficient in 2006 corresponded to the values ​​in 45 constituent entities of the Russian Federation, of which in 4 regions, in order to acquire housing, a family of three had to save money for less than three years. In 21 regions, housing was not available, as the accumulation period is more than 5 years. In fig. 9 shows the number of constituent entities of the Russian Federation, the values ​​of the housing affordability coefficient for which fall within the specified range.

Among the constituent entities of the Russian Federation, the best (lowest) value of the indicator was observed in the Nenets Autonomous Okrug and in the Tyumen Region, and the worst (highest) - in the Vladimir Region (Fig. 10).

The analysis of the housing affordability coefficient in the context of the federal districts of Russia shows the best situation in the Ural Federal District. To purchase a standard apartment, a family of three needs to use the income of 3.5 years, while a family from the Central Federal District would take 4.8 years (Fig. 11).

The analysis of housing affordability for various categories of the population is presented. The main indicator of the state of the housing market from the point of view of the possibility of acquiring apartments by citizens is the coefficient of housing affordability. The problem of housing affordability should be considered in the aggregate of three main components of affordability: purchasing (receiving) housing for private ownership, renting housing and paying for current (recurring) costs associated with the maintenance, repair and operation of housing. Also, due to the local nature of housing markets, high territorial differentiation of incomes of the population and the level of development of mortgage lending, the analysis of factors and indicators of housing affordability must be carried out not only and not so much in the Russian Federation as a whole, but also in the regional and municipal context.

At the present stage of reforming the housing sector in Russia, the main task of the state housing policy is - development of mechanisms for increasing the affordability of housing for various categories of the population.

To begin with, it is necessary to define the very concept of "accessibility", what exactly will be understood by it in the framework of this work.

Used in international and Russian practice, the concept of housing affordability means the possibility of purchasing housing by the consumer and is determined by the share of the total family income for the purchase of housing and annual payments at the bank's interest rate for a loan. The affordability of housing for the population can be defined as an integral category, which combines the main socio-economic, demographic characteristics of the region, parameters of the credit and financial system, etc.

The "affordable residential real estate market" is a set of economic mechanisms that contribute to an increase in the volume of reproduction of affordable residential real estate, its targeted distribution and consumption, as well as maintaining them and the housing and communal infrastructure in an appropriate technical condition based on the use of the main factors of production (land, labor, capital).

In modern Russian conditions, the question of the place and role of the affordable residential real estate market in the system of the national economy arises in a new way: the factor of the availability of housing for medium and low-income citizens is becoming very relevant on the agenda.

Affordable residential real estate market - this is a socio-economic system that will provide in Russia not only a solution to the most acute social problem - housing, but will also allow to intensify and increase the efficiency of the entire system of the national economy.

The housing policy pursued by the regional government is aimed at creating conditions for providing all categories of the population with affordable, high-quality and comfortable housing. Solving the housing problem is one of the main directions of the implementation of the Program for improving the quality of life of the region's population. Since the mid-1990s, active work has been underway in the Belgorod Region to implement targeted housing construction programs. Since 2003, the regional "Strategy for the development of housing construction in the Belgorod region until 2010" has been implemented, the priority of which is the construction of individual housing. The strategy fully meets the goals and objectives of the priority national project “Affordable and Comfortable Housing for the Citizens of Russia”.

During the period of implementation of the Strategy, the volume of housing construction in the region has increased significantly: the total commissioning of housing increased by 1.4 times, the commissioning of individual houses - 2 times. Currently, the regional target program "Development of housing construction in the territory of the Belgorod region in 2011-2015" is being implemented on the territory of the Belgorod region. and comfortable living conditions in it.

In terms of the volume of housing commissioned per 1000 people, the Belgorod Region takes 1st place among the regions of the Central Black Earth Region, among the regions of the Central Federal District - 2nd place after the Moscow Region.

In practice, the main indicator of the state of the housing market from the point of view of the possibility of acquiring apartments by citizens is the coefficient of housing affordability.

In the FTP "Housing", two relevant indicators are proposed:

a) the housing affordability ratio (the ratio of the average market value of a standard apartment with a total area of ​​54 sq. m and the average annual total cash income of a family of three);

b) the proportion of families who have the opportunity to purchase housing that meets the standards for providing housing, using their own and borrowed funds.

It is planned that by 2010 the first coefficient will have a value of 3 (that is, the cost of a standard apartment will be equal to the average annual monetary income of a family for three years), and the second - 30% (that is, for 30% of families, the purchase of standard housing will be available with the help of own and borrowed funds).

S is the area of ​​a conventional apartment, sq. M;

С - average cost per sq. m. of housing, rubles;

D is the average per capita family income, rubles / person. in year;

N is the number of people in the family.

It can be seen from the data in the table that over the course of 10 years the gap between incomes and expenditures of the population of the Belgorod region has been increasing. This fact is positive, since an increase in this gap leads to the emergence of free funds, which in most cases are invested in the purchase of their own housing.

The disadvantage of QJ calculated according to Formula 1 is that it does not take into account such an important indicator as per capita consumer spending, which varies considerably depending on the region.

The highest QoL was observed in 2004 - 13.7, the smallest - in 2009 and amounted to 9 years. In fig. 2 graphically shows the dynamics of this coefficient.

The graph shows that the QoL is decreasing, which only indicates that the affordability of housing in the region is increasing. But, nevertheless, today this figure is still high.

Monitoring and evaluating the results of the implementation of the national housing project in different regions, cities and settlements should be better ensured both methodologically and statistically. The methodology for assessing housing affordability indicators proposed in the Federal Target Program "Housing" and the additional indicators presented can be considered only as the first step towards the creation of a unified methodology that will allow a comprehensive assessment of housing affordability in Russia.

The indicators of housing affordability introduced in the Federal Target Program "Zhilishche" characterize only the affordability of buying housing, while the issues of accessibility of privatization, inheritance, construction, hiring (social and commercial), as well as payment of operating costs associated with the maintenance of housing are still open, which determines the relevance of identifying the factors that determine the specified components of housing affordability for the population, and indicators of their assessment.

In our opinion, the affordability of housing for the population should be understood somewhat broader than just the ability to purchase it. In our opinion, the problem of housing affordability should be considered in the aggregate of three main components of affordability: purchasing (receiving) housing for private ownership, renting housing and paying for current (periodic) costs associated with the maintenance, repair and operation of housing.

Thus, the need to expand the assessment of housing affordability beyond its purchase can be considered justified.

In addition, due to the local nature of housing markets, high territorial differentiation of household incomes and the level of development of mortgage lending, the analysis of factors and indicators of housing affordability must be carried out not only and not so much in the Russian Federation as a whole, but also in the regional and municipal context.

Based on the foregoing, it is obvious that the affordability of purchasing housing in Russia is gradually increasing. Unfortunately, it is obvious that at the moment housing is unaffordable for the majority of the population of Russia. Based on the foregoing, it is obvious that in order to increase the affordability of housing, it is not enough just to increase the effective demand of the population or supply in the real estate market; it is necessary to have a balanced impact on both demand and supply. State policy in this direction should play a key role.

Influence of mortgage lending parameters on the housing affordability ratio (on the example of Moscow)

The development of the priority national project “Affordable and Comfortable Housing for the Citizens of Russia” has drawn the attention of the country's leadership, specialists and citizens to the concept of “affordable housing”. Social programs adopted within the framework of this project were aimed at supporting the least protected segments of the population - disabled people, pensioners, and military personnel. At the same time, it was believed that the bulk of the population was able to take care of themselves. In this case, the state assumed only the obligation to increase the volume of construction and develop more affordable credit systems. It was for the second “active” group of the population that the concept of “housing affordability” was introduced, and the housing affordability coefficient was taken as the main indicator of the project's success.

According to the basic calculation method, the affordability coefficient is defined as the ratio of the average price of a typical apartment to the total annual income of an average family and shows the number of years during which a family can accumulate from current income the amount necessary to purchase an apartment:

The affordability coefficient can take a value equal to zero (when the apartment is provided free of charge), one when the family's annual income is not less than the cost of the apartment, and it can grow indefinitely when the family's annual income approaches zero.

This indicator is widely used by the United Nations Human Settlements Development Program Habitat when comparing the situation in different countries. In the System of Target Indicators of the Federal Target Program "Housing" for 2002 - 2010 "it is assumed that the housing affordability coefficient is defined as the ratio of the average cost of a standard apartment of 54 sq. M. m and the average annual total cash income of a family of three. At the same time, it is indicated as a target indicator that the value of the housing affordability coefficient on average in Russia should decrease from 3.9 years in 2004 to 3.2 years in 2007 and to 3.0 years in 2010.

Calculations based on the initial data below showed that the actual values ​​of the affordability coefficient, averaged across the Russian Federation, amounted to 4.1 years in 2004, 4.0 years in 2005, and in 2006, due to the widespread rapid growth in housing prices, the Kd value increased to 4.6 years.

Calculations have shown that there are significant differences in the values ​​of the housing affordability coefficient for different regions. The values ​​for the federal districts differ almost twofold. For example, in October 2006, the minimum value of the housing affordability coefficient (2.4 years) was noted in the Central Federal District, and the maximum (4.7 years) in the Volga Federal District.

A more realistic assessment of housing affordability will be given by the model for calculations proposed by the Institute for Urban Economics Foundation, which takes into account the cost of annual operating expenses for all family needs in the form of the family's annual subsistence minimum.

The dynamics of the affordability ratio according to the above formulas is presented in the following graph. The behavior of the housing affordability coefficient is seasonal (calendar) in nature and is associated with the well-known effect of the December increase and January decrease in per capita income. Excluding the first quarters, the value for option (1) (the standard UN Habitat indicator) in 2003 was approximately 3.8 years, in 2004 and 2005 its value increased slightly - to the level of 4.1 and 4.0 years, respectively. and in 2006 it increased to 4.6 years.

The values ​​of the housing affordability coefficient, taking into account the minimum annual family expenses (formula 2a), averaged 7.5 years in 2003-2005, and 7.7 years in 2006. Naturally, they exceed the values ​​obtained by formula (1), that is, they indicate a lower affordability of housing - on average, 1.8 times.

However, the above formula does not reflect the possibility of a complete absence of savings from citizens, when the annual income is less than or equal to the minimum consumer spending. In, a modification of this formula was proposed in the form showing that if the condition "income is greater than expenses" is not met, Kd tends to infinity:

1. The methodology determines the procedure for calculating the indicator "The number of days with a disruption in the supply of water, heat and electricity, on average per one inhabitant", included in the list of indicators for assessing the effectiveness of activities, approved by the Decree of the President of the Russian Federation of November 14, 2017 No. 548 "On evaluating the effectiveness of the executive authorities of the constituent entities of the Russian Federation ".

2. The indicator "The number of days with a disruption in the supply of water, heat and electricity, on average per one inhabitant" is calculated by the Ministry of Construction, Housing and Communal Services of the Russian Federation in the context of the constituent entities of the Russian Federation.

3. For the purposes of this methodology, the basic concept is used "the number of days with a disruption in the supply of water, heat and electric energy on average per one inhabitant" - data on interruptions in the supply of cold and hot water, thermal and electric energy in relation to citizens living in apartment buildings in which the corresponding breaks occurred.

2. 8. The sectoral result of an independent assessment of the quality of the provision of services by organizations in the social sphere in a constituent entity of the Russian Federation is calculated as the arithmetic mean of the results of an independent assessment of the quality of the provision of services by organizations in the social sphere for organizations of the corresponding sector of the social sphere in the constituent entity of the Russian Federation, in respect of which such an assessment was carried out, according to the formula :

The final independent assessment of the quality of the provision of services by the n-th organization of the relevant branch of the social sphere, in relation to which in the reporting year, an independent assessment of the quality of the provision of services by organizations of the social sphere was carried out, calculated in accordance with a unified procedure for calculating indicators characterizing the general criteria for assessing the quality of the conditions for the provision of services by organizations in in the sphere of culture, health protection, education, social services and federal institutions of medical and social expertise, established by the federal executive body responsible for the development and implementation of state policy and legal regulation in the field of social protection of the population, points;

n is the ordinal number of the organization of the corresponding social sphere;

The number of organizations in the relevant sector of the social sphere in the constituent entity of the Russian Federation, in respect of which an independent assessment of the quality of the provision of services by organizations in the social sphere was carried out in the reporting year, units.

9. The indicator "Results of an independent assessment of the quality of services provided by social organizations" is submitted to the Ministry of Economic Development of the Russian Federation by August 15 of the year following the reporting year, annually, starting from 2020.

The Government of the Russian Federation has approved methods for calculating 9 new indicators to assess the effectiveness of the activities of regional authorities.

Rosstat will calculate:

The ratio of the average per capita income of the population minus the amounts of mandatory payments and payments for housing and communal services to the cost of a fixed set of basic consumer goods and services;

The ratio of the average per capita expenditures of the population on payment for utility services to the cost of a fixed set of basic consumer goods and services;

The volume of investments in fixed assets (except for the federal budget, investments in the extractive industries) per capita.

The Ministry of Construction of Russia will calculate:

Housing affordability ratio (the number of years it takes for a family of 3 people to purchase an apartment of 54 sq. M, taking into account the average annual gross income of the family);

The number of days with a disruption in the supply of water, heat and electricity, on average, per 1 inhabitant.

Rosprirodnadzor will calculate the share of disposed municipal solid waste in their total volume.

Rosvodresursy will calculate the share of standard wastewater treated in their total volume.

The Ministry of Transport of Russia will calculate the density of the network of public roads (except for federal roads) that meet the regulatory requirements for transport and operational indicators.

The Ministry of Labor of Russia will calculate the results of an independent assessment of the quality of service delivery by social organizations.

The new indicators will be used in assessing the effectiveness of activities to increase the level of socio-economic development from 2020, and in assessing the achievement of high rates of increasing the economic (tax) potential of territories - from 2021.
